Completely implement RFC 1459 and (maybe) RFC 2812 for SpeedFreak IRC bot

EvIRC should be completely compatible with RFC to ensure expected client behaviour.

Implement a directory script loading system for SpeedFreak IRC bot

Add a system to the code which allows all scripts in a directory to be automatically loaded as an augmentation of the standard manual loading system.
